The milestone was part of a broader surge in Pennsylvania’s commercial gaming sector, which produced $597 million in total gross gambling revenue during October, according to the Pennsylvania Gaming Control Board (PGCB). This represented a 20.2% increase compared to October 2024 and an 11.4% jump from September 2025.
Record-Breaking Sports Betting Performance
Sports betting revenue more than doubled year-on-year in October, reaching $60.7 million. The sector’s performance was driven by a record $968.5 million in total handle, surpassing the previous high of $935.5 million recorded in November 2024.
Online sports betting accounted for $56.2 million of the total revenue, with retail sportsbooks contributing $4.5 million. The statewide monthly hold stood at 6.27%.
DraftKings and Hollywood Casino at the Meadows claimed the top position among operators, generating $21.8 million in revenue from $300.1 million in handle, achieving a 7.26% hold. FanDuel and Valley Forge Casino Resort placed second with $18.2 million in revenue from $357.6 million in wagers, resulting in a 5.09% hold.
Online Casino Segment Breakdown
Within the online casino category, slots remained the dominant vertical, producing $190.8 million in revenue—a 35.5% increase from the previous year. Internet table games contributed $57.7 million, up 25.7% year-on-year, while online poker generated $2.5 million, representing a 13.6% increase.
Hollywood Casino at Penn National Race Course and its online gaming partners maintained their market leadership with $98.7 million in monthly revenue, up 42.2% from October 2024. Valley Forge Casino Resort and partners secured second place with $71.4 million, a 37.5% year-on-year increase. Rivers Casino Philadelphia rounded out the top three with $38.2 million, up 15% from the previous year.
Pennsylvania joined New Jersey and Michigan as states reporting record online casino revenue in October 2025.
Land-Based Gaming Performance
Despite the rapid growth in online gaming, land-based slots remained a significant revenue source for Pennsylvania, generating $203.5 million in October—a 1.4% increase year-on-year.
Retail table games revenue increased 3% to $76.1 million, while video gaming terminal revenue declined 1% to $3.5 million. The PGCB also reported a 1.1% decrease in sports fantasy contest revenue, which totaled $2.1 million.
Tax Revenue Impact
The state’s gaming activities generated $252.3 million in tax revenue for state and local governments during October. Online casinos contributed $112.7 million, sports betting provided $21.8 million, land-based slots accounted for $102.8 million, and retail table games generated $12.8 million.
