Serious AML Concerns Trigger Immediate Action
The regulator initiated a review under Section 116 of the Gambling Act 2005 after determining that VGC Leeds Limited failed to maintain and implement effective anti-money laundering policies, procedures, and controls as required under licence conditions.
The Commission identified serious concerns regarding the adequacy of the casino’s decision-making processes and its response to identified anti-money laundering and counter-terrorist financing risks. These findings have raised questions about the overall effectiveness of the operator’s governance and risk management arrangements.
"These failings are considered significant and represent a serious threat to the licensing objectives, in particular keeping crime out of gambling," the Gambling Commission stated.
Venue Closed Pending Review
The 50,000-square-foot casino, located in the Victoria Leeds Shopping Centre in the city centre, was forced to close its doors immediately following the suspension. The venue, which opened in 2017, features 22 live betting tables and 175 slots and electronic roulette games.
A notice posted on the casino’s entrance informed customers of the temporary closure, stating: "We are sorry to confirm that our operating licence has been temporarily suspended by the Commission and our venue is currently closed. We hope to open and welcome you back very soon."
Pattern of AML Enforcement
The suspension comes amid heightened regulatory enforcement around anti-money laundering and social responsibility compliance in the UK gambling sector. The Commission has issued record penalties in recent years, including £17 million to Entain in 2022 and £19 million to William Hill in 2023 for similar violations.
The suspension of Victoria Gate Casino’s licence follows just one day after online casino games developer Spribe had its Gambling Software licence suspended by the Commission.
Previous Penalty History
This is not the first time Victoria Gate Casino has faced regulatory action. In October 2021, the venue received a £450,000 penalty package for failures in AML and customer care duties between January 2017 and July 2019. That investigation revealed instances where customers incurred substantial losses before source of funds checks were conducted, and cases where patrons were allowed to continue gambling despite failing to provide requested documentation.
Local Authority Response
Leeds City Council confirmed it is aware of the suspension and noted that the casino is no longer authorized to offer any gambling activities. A council spokesperson clarified that since Leeds City Council did not issue the licence in question, all enquiries regarding the enforcement action should be directed to the Gambling Commission.
The review and suspension follow concerns that activities may have been carried out contrary to the Gambling Act 2005, not in accordance with licence conditions, and that the licensee may be unsuitable to carry on the licensed activities.
