Luiz Hamilton Santana, President of Agrese, opened the session by highlighting the agency’s commitment to inclusive policymaking.
“The public hearing is an essential tool to ensure that the regulation of lottery activities in Sergipe is developed democratically, transparently, and aligned with the best practices in the sector. This exchange of experiences contributes to a solid and responsible regulatory model,” Santana said.
The hearing featured presentations from four industry experts covering regulatory frameworks, operational standards, and oversight mechanisms that have proven effective in other Brazilian states.
Expert Presentations Address Key Regulatory Elements
Regis Dudena, Secretary of Prizes and Betting at the Ministry of Finance, delivered the opening presentation focusing on responsible gaming principles and federal regulatory guidelines shaping Brazil’s betting and lottery sectors. His remarks provided context for how state-level regulations must align with national oversight standards.
Pablo Wosniacki and Rafael Halila, representatives from Lottopar, presented on "State Lotteries: A Legal Analysis," sharing case studies and compliance protocols from existing state lottery operations. Their presentation examined governance structures designed to maintain integrity in lottery systems.
Isaac Clemente Coelho from the Regulatory Agency of Paraná (Agepar) discussed "Regulation of Lottopar by Agepar," emphasizing the critical role of regulatory oversight in ensuring proper functioning of lottery operations and protecting public interests.
Marco Antônio Queiroz, President of Banco do Estado de Sergipe (Banese), closed the presentations by outlining the bank’s potential role in supporting Sergipe’s lottery infrastructure, including financial security, administrative systems, and payment processing capabilities.
Building a Modern Regulatory Structure
Michael Arcieri, Technical Director at Agrese, emphasized the value of learning from established lottery operations in other jurisdictions.
“Engaging with experts and institutions already involved in regulating and operating the lottery sector is fundamental for Sergipe to adopt a modern, efficient structure that promotes legal security for all stakeholders,” Arcieri noted.
The public hearing forms part of Agrese’s broader consultation and social participation program, reflecting the agency’s dedication to transparency and stakeholder engagement in developing regulated public services.
By incorporating diverse perspectives from federal regulators, state agencies, operators, and financial institutions, Sergipe aims to establish a lottery framework that balances revenue generation with consumer protection and regulatory compliance.
