With 30 years of experience in gaming law, regulation, and compliance, Carleton has advised prominent public and private land-based gaming facilities and entertainment companies worldwide. Her career has established strong relationships with global regulators and licensing professionals, cementing her reputation as a trusted leader in gaming compliance and governance.
Extensive Legal and Compliance Background
Most recently, Carleton served as Chief Legal Officer at Sightline Payments, where she led Anti-Money Laundering (AML), Title 31, Bank Secrecy Act (BSA), and currency regulation initiatives at both federal and state levels. Prior to that role, she spent a decade as Senior Staff Attorney for the Oneida Tribe.
US-Centric Leadership Team Takes Shape
Carleton joins GCGRA Chairman Jim Murren, former MGM Resorts boss, and CEO Kevin Mullally, former Missouri regulator and long-time General Counsel for Gaming Laboratories International (GLI), to form a US-focused leadership team with deep international gaming regulatory experience.
The appointment signals the UAE’s commitment to building a regulatory framework centered on integrity, transparency, and global best practices—factors that will be essential for B2B technology and payments providers like Sightline Payments who will support the new market’s infrastructure.
The GCGRA was established in September 2023 as the UAE moves to develop its commercial gaming sector with a regulatory approach that mirrors established international standards.
