Under the new rules, all online operators must offer customers the ability to set a ‘deposit limit’ based strictly on the amount of money paid into their account over a specified period. To prevent misunderstanding, only this type of limit may be labeled as a ‘deposit limit.’ Operators will still be permitted to offer alternative limits, including loss limits or limits that factor in withdrawals, but these must be clearly differentiated.
The regulatory update is part of a phased rollout of consumer protection measures. On October 31, 2025, a series of previously announced requirements will take effect, requiring all gambling businesses to:
- Prompt customers to set a financial limit before making their first deposit and make it simple for them to review and adjust this limit
- Send reminders every six months encouraging consumers to review their account and transaction history
- Allow customers to set financial limits using free text at the account level, enabling more personalized control
- Ensure financial limit tools are easily accessible via clear links on the homepage and deposit pages, with minimal clicks required
- Process all requests to reduce a financial limit immediately, without delay
Helen Rhodes, Director of Major Policy Projects at the Gambling Commission, commented: “Our work will help empower consumers to have greater awareness and control over their gambling. These further changes will also bring consistency and clarity for those consumers choosing to set deposit limits, while still supporting gambling businesses to offer customer choice for different forms of limits.”
The new regulations are designed to improve transparency and ensure that customers can make informed decisions about their gambling habits. By standardizing the language around deposit limits and improving access to financial control tools, the Commission aims to support safer gambling practices across the UK’s online gaming sector.
