The UK Gambling Commission has released guidance for operators ahead of the first statutory levy invoices. The invoices will be distributed on September 1, 2025. This marks a major shift in how the gambling industry funds research, education, and treatment activities.

Statutory Levy Replaces Voluntary Contributions

The mandatory levy became effective April 6, 2025. It replaces previous voluntary industry contributions under licence conditions. Levy rates range from 0.1% to 1.1% of gross gambling revenue across different sectors.

The UKGC stated: "The priority for the government is to increase the level of investment and strengthen the provision of projects and services to further understand, tackle and treat gambling-related harm."

Calculation Methods

Most operators face levy calculations based on Great Britain customers only. However, operators with key remote equipment in GB must include all income from those activities. This covers both domestic and international revenue.

The first levy period started July 1, 2024, for most licensees. Society lottery operators began earlier on April 1, 2024. Calculations use regulatory returns data from July 2024 to March 2025, multiplied by one and one-third.

Payment Requirements

Statutory levy payment is a licence requirement. Non-payment could result in operating licence revocation. Invoices will be available through the Commission’s eServices platform from September 1. Payments are accepted via GovPay or bank transfer.

Operators must quote invoice numbers in full. They cannot combine payments with other Commission fees. Those questioning invoice accuracy must notify the Commission before October 1.

Preparation Steps

Operators should ensure regulatory returns data accuracy. They must maintain eServices access and update email addresses. Voluntary contributions end March 31, 2025, but won’t count towards statutory levy obligations.
