DICJ Director Stresses Legal Obligation for Casino Operators
Ng Wai Han, director of Macau’s Gaming Inspection and Coordination Bureau (DICJ), emphasized that responsible gambling is both a legal requirement and essential for the sustainable development of Macau’s gaming industry during the closing ceremony of "Responsible Gambling Promotion 2025" on December 17.
The event, held at the MGM Cotai ballroom, was jointly organized by the Social Welfare Bureau, the DICJ, and the University of Macau’s Institute for the Study of Commercial Gaming. Fifteen casinos and gaming venues received recognition for effective responsible gambling practices, while 175 participants were awarded certificates after completing professional training programs.
“As Macau’s economy continues to recover ahead of projections, the gaming sector faces both new opportunities and challenges,” Ng stated. “Responsible gambling has transitioned from community awareness initiatives to a firm legal mandate under the regional Gaming Law.”
Regulatory Oversight and Compliance Measures
The DICJ requires gaming concessionaires to submit regular progress reports on responsible gambling initiatives. These reports are supported by on-site audits that assess operator implementation and management of responsible gambling programs.
Ng highlighted the regulatory authority’s rigorous oversight of casino entry restrictions designed to prevent problem gambling. The DICJ maintains continuous supervision to ensure operators fully comply with regulations and contribute to reducing gambling-related harm.
The Macau government plans to increase public education campaigns about responsible gambling through collaboration with stakeholders and multiple communication platforms to raise awareness and support gambling disorder prevention efforts.
About the Gaming Inspection and Coordination Bureau
The DICJ (Direcção de Inspecção e Coordenação de Jogos) serves as the regulatory authority overseeing Macau’s gaming industry. The agency assists the Chief Executive of the Macao Special Administrative Region in developing and implementing policies related to casino games, betting, and public gaming.
The bureau’s responsibilities include regulation development and enforcement, as well as conducting inspections to ensure gaming activities meet prescribed standards.
